Can Penske Fix IndyCar’s biggest mistake in 100 years?

The biggest mistake made in IndyCar's history has to be the signing of the latest IndyCar TV package that sees less races on network TV then ABC offered, but more importantly, zero TV coverage outside the USA.
Also important is the fact that many IndyCar races are still shown on NBCSN with its horrible TV ratings.
How can IndyCar hope to land big sponsors and more engine manufacturers when their products will only be seen by fans in the USA?
This has resulted in a number of big name IndyCar drivers losing their rides for 2020 because the value is just not there for sponsors like it could be if IndyCar had global TV distribution. Teams like AJ Foyt Racing lost longtime sponsor ABC Supply and they cannot find a replacement because of low TV ratings.
Teams like Carlin and Juncos cannot find sponsorship because of the lack of global TV distribution.
F1 has global TV distribution and the paddock is flush with sponsors and car manufacturers.

Formula E has global TV distribution and the paddock is flush with sponsors and car manufacturers.
IndyCar has zero global TV distribution and the paddock is NOT flush with sponsors and has only 2 car manufacturers.
The only reason why IndyCar has had minuscule growth in some quarters in recent years is because the Trump USA economy is so strong, or the series would be in real trouble.
Roger Penske must put a priority on fixing this snafu. Painting bathrooms at IMS is not the solution IndyCar needs.
