FIA News: FIA General Assembly meets in Baku
Baku, the capital of Azerbaijan, was the setting of the Fédération Internationale de l’Automobile (FIA) General Assemblies meeting today. Taking place at the end of a year of great progress in motor sport and mobility, it highlighted the work carried out to build a stronger FIA for its Members.
The FIA General Assemblies meeting was led by FIA President Mohammed Ben Sulayem, alongside FIA Deputy President for Sport Robert Reid, FIA Deputy President for Automobile Mobility and Tourism Tim Shearman and FIA Senate President Carmelo Sanz de Barros. At the meeting, the FIA Presidential Team demonstrated that it continues to not only honor, but also build on its Manifesto commitments.
FIA President Mohammed Ben Sulayem said: “This Assembly marks the end of a very busy year with the Regional Meetings in Strasbourg, Bali and Guatemala and, of course, our successful Conference in Cordoba.
“We can also be proud of our entries for the second edition of the FIA President’s Awards. They are great examples of improvements in the areas of sustainability, equality, diversity and inclusion, and road safety.”
He added: “It is clear that we continue to be a leader in developing the innovation for tomorrow. It is exactly innovation and leadership which make the FIA special and a wider force for good for society. Our growing United Against Online Abuse Campaign is a good example. There is a real momentum behind this important campaign and the FIA is leading the way.
“I look forward to continuing to work with all our Members to achieve all our goals. I am confident about the future of our Federation and I would like to thank all Members and all staff for their hard work. The trust I am given by all these people is what continues to motivate me.”
2023 President’s Awards winners revealed
A total of 44 applications from FIA Members around the world were received for the 2023 FIA President’s Awards that recognize the work that FIA Members do to drive sustainable and measurable change within the field of Climate Action, Road Safety and Equality, Diversity and Inclusion (EDI).
The Allgemeiner Deutscher Automobil-Club (ADAC) was recognized for its achievements in climate action, the Automobil Club of Moldova (ACM) in road safety and Motorsport South Africa in EDI. Each winner will receive a €10,000 contribution to support their project and other growth and development efforts.

Forecast 2023 and Budget 2024
Pursuing its quest for increased transparency and balanced budgets, the FIA presented both a forecast 2023 and a budget 2024 reducing operating losses versus previous years.
Amendments to the FIA regulations
Seven amendments to the Statutes were approved by the FIA General Assembly. Included among the changes were:
- Lowering the age limit for the members of the presidential team from 75 to 70,
- Adjusting the composition and election criteria for the FIA Ethics Committee,
- Establishing a unique reporting line from the FIA Compliance Officer to the FIA Senate and its President, in addition to the FIA Ethics Committee,
- Introducing a reference to the EuroCouncil, as a subdivision of FIA Region I, in the Statutes,
- Extending the grounds for the suspension of FIA Members,
- Updating the framework for transitions of Member status.
In addition, eleven amendments to the FIA Judicial and Disciplinary Rules were approved.
The main changes to the FIA International Sporting Code, approved by the General Assembly, relate to the right of review, the maximum fine amounts issued by stewards, the use of pyrotechnics at FIA competitions, the introduction of Esports and the organization of national F4 championship events abroad.

Exercise of national sporting power
On the proposal of the World Motor Sport Council, the General Assembly approved the return of the national sporting power to the National Automobile Club of Tunisia (NACT).
General Assemblies in 2024
Two General Assemblies meetings will take place in 2024.
The Extraordinary General Assemblies meeting will be held during the week of the FIA Conference on 14 June 2024 and will be mainly dedicated to the approval of the yearly accounts and statutory changes. The meeting will be hosted in the city of Samarkand, Uzbekistan.
The second General Assemblies meeting and the Prize Giving will be hosted in the city of Kigali, Rwanda on 13 December 2024.
