How come IndyCar cannot do what Extreme E has done?

It is well documented on your pages just how bad the current IndyCar TV deal is – with zero broadcasts in 95% of the world. I came across this list of broadcast partners for the new Extreme E series, which has not even held its first race yet. The Formula E series has an even longer list, and Formula 1 still more.
As a big IndyCar fan my question is this – how come a 100-year-old series like IndyCar can’t put together broadcast partners like Extreme E, Formula E and F1?
Is it incompetence, a cavalier attitude that only the USA matters, or both?
No wonder they can’t land a third engine manufacturer after trying for over 10 years. Car manufacturers want global exposure and IndyCar simply does not provide it. Dave from Bethlehem.
Dear Dave, We have harped on IndyCar’s horrendous TV deal for years. Other than what you stated, we really have nothing else to add. It’s a frustrating situation to say the least. Imagine how its title sponsor, NTT Data, feels. NTT is a large global company. Mark C.
