And the IRL wants to add more ovals?

The Iowa Corn Indy 250 drew the smallest crowd of its four-year run at Iowa Speedway on Sunday, largely because 5,000 ticket-holders didn’t show up. When you give tickets away for free to people who do not care about racing, many don't bother to even show up, especially if there is a forecast of rain.

And the IRL wants to add oval track races that failed miserably in New Hampshire, Michigan and Las Vegas believing that miraculously the fans in these places care at all about IndyCar racing. They don't, and they voted with their feet last time and so they will do so again. Unless they give away all the seats for free, the IRL will embarrass themselves once again, racing before near empty grandstand, which just makes them look like a bunch of losers.
