Will IRL’s new payout system attract some CCWS teams?

This SPEEDTV.com article points out that the IRL's new (and old) purse payout system to its teams dwarfs Champ Car's. It remains to be seen if the new IRL TEAM system works and entices some existing Champ Car teams to switch sides, thereby almost ensuring the end of the series. However, the Champ Car team owners point out that it's far more expensive to run in the IRL and the lesser teams have zero chance of running up front. The new system also is a big hit financially to the larger IRL teams unless they win often. However, all of them are flush with sponsorship money, so the hit will likely be nil. With both the IRL and Champ Car car-count low, at least the IRL is trying to do something about it by guaranteeing the smaller teams a minimum payout to participate.
