Will Lotus plans come to fruition?

UPDATE According to this AutoWeek article Lotus received $1.5 billion seed money from parent Proton Group to fund the rollout of their new cars and racing endeavors in many series. However, after an in-depth look at Lotus and all the good things they are doing, he ends questioning whether Lotus can pull it all off.

11/22/10 Group Lotus' has announced they will join IndyCar from 2012, partner with ART in GP2 and GP3, F1 (perhaps with the Renault team) and plan a substantial expansion of its sportscar racing program including creating an LMP2 car.

They have announced that they're going to join every racing series around the world, and are showing several new car models they plan to launch and the only question is who's going to pay for it given Lotus is owned by Proton who took over after the bankruptcy of former owner Bugatti in 1994? Does Proton have the financial resources for such an aggressive strategy?
