Could customer cars be a solution to control F1 costs?

In this AR1 Hot News item Formula 1 commercial chief Bernie Ecclestone says there are no plans to provide financial assistance to cash-strapped teams. Ecclestone also notes that as of now, there are no plans for teams to run third cars.

However, towards the end of the article, Ecclestone does note that customer cars are a possibility. Of course, Formula One has long required teams to build their own chassis. However, with costs spiraling out of control, maybe one solution is for smaller teams to purchase cars from larger teams. Ecclestone says there would be a new 'teams championship' set up in addition to the Constructors' Championship.
