The FIA held its last World Motor Sport Council of the year today as part of its Annual General Assembly and Prize Giving week in Vienna.
During the meeting, the following decisions were taken:

FIA World Endurance Championship
The Technical Regulations originally scheduled to be introduced for the LMP1-Hybrid class in 2018, have now been postponed until 2020. As a result, the 2017 Technical Regulations will be enforced for the 2018 and 2019 seasons.
The World Motor Sport Council approved the proposal to upgrade the status of the GTE class. This class has previously been run as a World Cup within the WEC. From 2017, the new title will be the FIA World Endurance Championship for GTE Drivers and Manufacturers Nurburgring, as well as improvements in professionalism and car performance.

FIA World Touring Car Championship
The points allocated to the Main Race of FIA World Touring Car Championship events will be increased for 2017 to recognize the greater value of this race in comparison to the Opening Race. Points will now be scored as follow:
– 1st: 30 points
– 2nd: 23
– 3rd: 19
– 4th: 16
– 5th: 13
– 6th: 10
– 7th: 7
– 8th: 4
– 9th: 2
– 10th: 1
Points allocated for Opening Races remain unchanged.
From the 2017 season, TCN-2 cars will be incorporated into WTCC events, under the “WTCC 2" class; for which drivers’ and teams’ titles will be awarded. This should result in a significant expansion of the grid for FIA World Touring Car Championship events.
At the request of the WTCC Promoter, the World Motor Sport Council approved further investigation into the possibility of implementing a Joker Lap on its temporary circuits. This process currently sits with the FIA’s Safety and Circuit Commissions.

CIK-FIA Karting
A new Rookie of the Year award will be presented to the driver that has scored the highest number of points, taking into consideration all results obtained during participation in the CIK-FIA World and European Championships (OK class) from 2017. Drivers must be in their first year of competition, and be no older than 16 years of age.
The World Motor Sport Council confirmed the selections of:
– Panta as the exclusive fuel supplier for the 2017 CIK-FIA Championships
– Lecont* as the exclusive tire supplier for Category I; 2017 CIK-FIA World and European Championships, plus the 2017 CIK-FIA Endurance Championship
– Vega* as the exclusive tire supplier for Category II; 2017 CIK-FIA World and European Junior Championships
– Bridgestone* as the exclusive tire supplier for Categories III and IV; 2017 CIK-FIA World and European KZ Championships, the 2017 CIK-FIA Karting Academy Trophy, the 2017 CIK-FIA European KZ2 Championship and the 2017 CIK-FIA International KZ2 Super Cup.

FIA World Rally Championship
The start order for World Championship rallies from 2017 has been amended and is now based purely on performance:
– Day 1: All cars start according to the actual Championship classification
– Day 2: P1 drivers start in the reverse order of the actual rally classification after Day 1. Other drivers start in the order of the rally classification.
– Day 3: P1 drivers start in the reverse order of the actual rally classification after Day 2. Other drivers start in the order of the rally classification.
P1 drivers re-starting in Rally 2 will start at the end of the P1 group.
The start order of the first rally of the Championship will be based on the Championship classification of the previous year.
A WRC Trophy has been created for drivers and co-drivers participating in pre-2017 specification WRC cars. The maximum number of qualifying rallies is seven and the driver and co-driver who have scored the highest total of points in six of the qualifying rallies will win the titles. If less than five competitors register, no titles will be awarded.
M-Sport has been awarded the contract to supply R2 cars for the FIA Junior WRC Championship for 2017 and 2018.
Michelin Competition and DMACK Tires are the registered tire companies for the 2017 FIA World Rally Championship.

A second title has been created within the ERC Junior Championship for drivers under the age of 28 competing in R5 cars. The winner will be awarded a drive in a WRC car by the Promoter for one FIA World Rally Championship event the following season.
